🆕 New Features

Settings: You can now set required skills and target proficiency levels for a position, so managers can compare them against an assigned employee's current skill levels.

🐞 Bug Fixes

Reports: Reports grouped by quarter or year, along with the Time Between Stages and Team Time Balance Over Time reports, now load correctly instead of erroring out.

Reports: Report seed labels now ship with the flair package, fixing installation and upgrade errors caused by missing built-in report name translations.
